2.x: oaconfig install doesn't delete old nagios configs.

      Description

      how to reproduce:

      1. Update to a version prior to the checkrbd fast-diff exclusion.
      2. update to 2.0.21
      3. run oaconfig install

      Current behavior: checkrbd service file will not be deleted by oaconfig install.

      Workaround: delete the service file in /etc/nagios3/conf.d/cephrbd_<fsid><pool_name><image_name>.cfg manually
